Commissions of Inquiry… Names Of Indictees

The high point of the year-long three Commissions of Inquiry commissioned by the New Direction government of His Excellency President Dr. Julius Maada Bio was reached on Wednesday 25th March, 2020 at the Peace Museum where the three Judges presented their reports and attached recommendations to the President.

Hon. Sir Justice Biobele Abraham Georgewill presiding over Commission No.1 of Instrument 64 charged with carrying out thorough, independent, fair and impartial investigations into allegations of corruption and abuse of public office and to make relevant findings and proffer recommendations to the Government of Sierra Leone (GoSL) investigated 17 Persons of Interest. It indicted 14 of them and discharged 3. The Persons of Interest investigated were the following:

  1. Finda Diana Konomanyi – Former Minister of Local Government, and Lands, Country Planning and the Environment – 2013 to 2018
  2. Miatta Kargbo – Former Minister of Health and Sanitation – 2013 – 2015
  3. Ibrahim Washingai Mansaray – Deputy Minister of Transport and Aviation – 2013 – 2016; Deputy Minister of Trade and Industry – 2016 – 2018
  4. Abdul Ignosi Koroma – Deputy Minister of Mines and Mineral Resources – 2007 – 2018
  5. Minkailu Mansaray – Minister of Mines and Mineral Resources – 2007 – 2018
  6. Ahmed Khanou – Deputy Minister of Lands – 2010 – 2016; Minister of Sports – 2016 -2018
  7. Alimamy A. Kamara – Minister of Youth Affairs – 2013 – 2016
  8. Mabinty Daramy – Deputy Minister of Trade and Industry – 2011 – 2016
  9. Bai Mamoud Bangura – Minister of Youth Affairs – 2016 – 2018
  10. Alfred Palo Conteh – Minister of Defense – 2007 – 2014; Minister of Internal Affairs – 2016 – 2018
  11. Dr. Minkailu Bah – Minister of Education, Science and Technology – 2007 – 2018
  12. Alimamy P. Koroma – Minister of Trade and Industry – 2007 – 2009; Minister of Works, Housing and Infrastructure – 2009 – 2013
  13. Mamoud Tarawally –  Deputy Minister of Education – 2011 – 2013; Deputy Minister of Lands – 2016 – 2018
  14. Dr. Richard Conteh – Deputy Minister of Finance and Economic Development – 2007 – 2008; Minister of Trade and Industry – 2008 – 2013
  15. Franklyn Bai Kargbo – Attorney General and Minister of Justice – 2010 – 2015
  16. Zuliatu Maumatu Cooper – Deputy Minister of Health and Sanitation – 2016 – 2018
  17. Raymond Saidu Kargbo – Director General – Petroleum Directorate

In total, the COI recommended for indictment 84 Persons of Interest out of the 126 investigated. They include former President Dr. Ernest Bai Koroma, 20 former Government Ministers, 2 former Central Bank Governors, 3 Members of Parliament and 10 Permanent Secretaries.

Hon. Sir Justice Biobele recommended that all properties of Persons of Interest acquired with funds beyond and above, and therefore not commensurate with their legitimate means of incomes, allowances and other earnings and therefore, being products of unlawful and or unjust enrichments, shall be forfeited to GoSL.

Furthermore, he recommended that all such illegal earnings shall forthwith be forfeited and if already spent by the Persons of Interest shall be refunded forthwith and paid by them into the Consolidated Revenue Fund of the GoSL within 30 days from the day of ratification of this recommendation by the GoSL.

In the event of failure or refusal by the Persons of Interest to comply, the GoSL shall use all lawful means to confiscate all monies standing to his or her credit in any bank account and properties, movable or immovable, including houses, vehicles, stocks belonging to the Persons of Interest for the purposes of selling them to recover the said amounts.

However, by law, the Persons of Interest have the right of appeal to the Appeals Court.
